Subject: Partial Repeal of Presidential Policy Directive 28
Executive Order of October 7, 2022 (Enhancing Security for United States Signals Intelligence Activities), establishes enhanced security for United States signals intelligence activities that supersedes the protections for personal information collected by signals intelligence established by the President’s policy directive of January 28, 14, 14 (Signals Intelligence Activities ) (PPD-28). (i) authority conferred by law on an executive department, agency, or its head; Or
(ii) Functions of the Director of the Office of Management and Budget related to budgetary, administrative or legislative proposals.
(b) This Memorandum shall be implemented in accordance with applicable law and subject to the availability of appropriations.
(c) This memorandum is not intended to, and is not intended to, create any rights or benefits, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies or institutions, its officers, employees. , or agent or any other person.
