The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 60 years of experience in helping refugees and internally displaced people build safer and more dignified lives. NRC advocates for the rights of displaced populations and provides assistance in the areas of shelter, education, emergency food security, legal assistance and water, sanitation and hygiene. The Norwegian Refugee Council has around 9000 committed and competent employees in projects on four continents. In addition, NRC operates one of the largest standby rosters in the world – NORCAP, with 650 professionals, ready to deploy at 72 hours’ notice when a crisis strikes.

The Health, Safety and Security (HSS) Coordinator position contributes to HSS-related activities and provides general guidance on safety and risk-related technical matters at the field level. The incumbent will be responsible for providing information and day-to-day advice to staff through briefings and training. The HSS Coordinator will provide daily advice on health, safety and security issues related to the field office. The incumbent leads, monitors and oversees the implementation of NRC’s security policies and procedures at the field office level and aims to reduce risk through effective mitigation strategies. He/she also provides adequate information to the employees through briefings and training sessions on relevant topics. In the absence of the HSS Manager, he/she may be requested to act as Country HSS Manager.

General Responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards
  • Monitor, analyze and report on security and political contexts in the area of ​​operations
  • Monitor, track and analyze incidents and their trends in the area of ​​operation.
  • Ensure consistency and accountability of safety and security procedures throughout the country program
  • Provide technical assistance to HSS staff in field offices and support their capacity building by developing and delivering thematic and general security training
  • Support Health, Safety and Security (HSS) staff in field offices in case of safety incidents

  • Provide safety briefings and collect informed consent from new employees

Specific Responsibilities:

  • Compliance with NRC standards
  • Ensure that Security Risk Analyzes (SRA) are conducted in accordance with the Minimum Operational Requirements (MOSS) under the technical supervision of the SRO HSS Manager.
  • Be responsible for maintaining security protocols for personnel and operations in Syria. Ensure minimum compliance standards are met and documents are relevant and updated (duty of care for employees; hibernation plan; proof of life procedures; fire safety plan; critical incident management protocol; etc.)

  • Lead security-related assessments and present recommendations
  • monitor the security situation on the ground; Share regular reference updates and submit exceptional updates if required
  • Provide weekly reference updates to the field management team
  • Ensure monitoring, tracking and reporting of incidents and contextual trends.

  • Update and follow up safety and security procedures and protocols when necessary

  • Maintain active liaison with security/liaison counterparts of peer agencies (including local humanitarian partners) and relevant organizations (UNDSS, INSO, etc.).

  • Support the NRC PM to ensure that program activities are conducted safely through advisory and technical support at all PCM stages
  • Ensure that all NRC staff are adequately informed about the context and risks, enabling them to provide informed consent through the NRC template.
  • Support local humanitarian partners in managing safety and security while implementing programs on behalf of the NRC, including providing security advice to NRC management if the security of partner personnel is threatened.
  • Support local humanitarian partners in carrying out security risk assessments related to the programs they are implementing on behalf of the NRC
  • Facilitate information management and dissemination to others through weekly reference updates as well as ad hoc security alerts

  • Prepare short- and long-term assessments and forecasts related to contextual developments, relevant dynamics and actor mapping.
  • Use those events and trends as a basis to provide analysis related to safety, security and access
  • Write regular as well as ad hoc reports related to security incidents, access incidents, and other contextual issues to better inform the decision-making process.

  • Support the identification of capacity building needs and ensure staff are trained on existing security packages as required.

Eligibility:

  • A minimum of 3-5 years of experience working in health, safety and security in a humanitarian/recovery context
  • Previous experience working in complex and volatile contexts
  • Experience in risk management for implementation partners and remote management
  • Documented results related to position responsibilities
  • Fluency in English, both written and spoken
  • Previous experience in delivering training and capacity-building activities
  • Strong knowledge and ability to analyze situational dynamics in Syria
  • Knowledge and familiarity with the context, culture, politics and geographies of North East Syria
  • Experience in liaising with communities and authorities
  • Experience in assessing the political, social and security situation in the country
  • Previous remote management experience
  • Previous experience in personnel management and training
  • Bachelor’s degree in International Relations, Political Science or related field
  • Advanced computer skills
  • Analytical minded and able to read political/reference maps
  • Knowledge of own leadership skills/profile
